<p><strong>Dhaka, 3rd August 2019.</strong> Today Bangladesh NGO CSO Coordination Process (BD CSO Coordination) in cooperation with COAST Trust organized a press conference in the national press club titled &#8220;There is no alternative of localization of development and humanitarian aid: Greater unity of CSO NGOs are needed&#8221;. The press conference was moderated by Mr. Rezaul Karim Chowdhury of COAST and BD CSO Coordination secretariat while other speakers were Mr. Rafiqul Islam of FNB (Federation of NGOs in Bangladesh), Mr Rafiqul Islam of ADAB (Association of Development Agencies in Bangladesh) and DUS (Dwip Unnayan Sangsta), Mr Nayeem Gowhar Wahra of Disaster Forum, Ms. Masuda Faruque Ratna Convener of Dhaka division of BD CSO Coordination and GBSS, and Mr. Badrul Alam of Bangladesh Krishok Federation. Mr. Barkat Ullah Maruf of BD CSO Coordination secretariat read out the position paper, while Mr Mostafa Kamal Akanda of COAST gave the welcome speech.</p>
<p>Mr. Barkat Ullah Maruf described the background of the two year&#8217;s process or mobilizing CSO NGOs across the country and its final culmination through a national convention on 6th July in Dhaka participated by 700 NGO leaders from across the country and 20 international guests. He spoke about development effectiveness and localization, which are the base of international agreements like Grand Bargain and Charter for Change signed by all UN agencies and almost all INGOs, though that is being hardly implemented by them. Importance and leading role of local NGOs CSOs have been accepted on those agreements, he added. During the conference CSO NGO&#8217;s charter of accountability and charter of expectations have had adopted and announced which are prepared through a bottom up process.</p>
<p>Ms. Masuda Faruque Ratna explained the Self-Accountability Charter of the NGOs with its 8 points. The Accountability Charter is titled &#8220;We are accountable to our values and to the affected population&#8221;.</p>
<p>Mr. Nayeem Gowhar Wahra of Disaster Forum introduced the Charter of Expectations titled &#8220;Dignity in our space, Inclusiveness and complementarity.&#8221;  The expectations from the government, donors, UN agencies and INGOs include use of Bangla among all UN agencies and INGOs having interventions in Bangladesh, Complaint Response Mechanism, Official recognition of NGO-CSO work, technical assistance for the leadership of local NGOs, establishing capacity convergence and investment for accountability and transparency.</p>
<p>Mr Rafiqul Islam of FNB said that, it is pity that UN agencies and INGOs are leading the Rohingya response keeping Bangladeshi NGOs CSO aside who have proven track record of disaster management.</p>
<p>Mr. Rafiqul Islam of ADAB and ED of DUS said that Bangladeshi local NGOs CSOs who also participated in liberation war have sufficient capacity to lead any disaster and development initiatives, but some of UN agencies and INGOs are ignoring it.</p>
<p>Mr. Rezaul Karim Chowdhury urged media to spread the charters to promote critical mass on the issues and supporting NGOs CSOs to grow as sustainable organizations with localization instead of corporatization.</p>

<p><strong>প্রতিনিধি: </strong>২৪ জুলাই বুধবার খুলনার পাইকগাছা উপজেলার প্রত্যন্ত গ্রাম থেকে শুরু হলো সবুজ উপকূল ২০১৯ কর্মসূচি। উপকূল জুড়ে সাড়া জাগানো এ ব্যতিক্রমী কর্মসূচি এবছর ৫ম বছরে পা রাখলো।</p>
<p>নানা কর্মসূচির মধ্যদিয়ে পাইকগাছার শহীদ জিয়া মাধ্যমিক বালিকা বিদ্যালয়ে সবুজ উপকূল ২০১৯-এর প্রথম কর্মসূচি অনুষ্ঠিত হয়েছে। কর্মসূচির মধ্যে ছিল দেওয়াল পত্রিকা প্রকাশ, সৃজনশীল প্রতিযোগীতা, পুরস্কার বিতরণ, আলোচনা সভা, গাছের চারা রোপন ও বিতরণ।</p>
<p>অনুষ্ঠানে আলোচনা সভায় উপকূলের পড়ুয়াদের প্রতি সবুজ সুরক্ষার আহবান জানান বিশিষ্টজনেরা।</p>
<p>শহীদ জিয়া মাধ্যমিক বালিকা বিদ্যালয় মিলনায়তনে প্রধান শিক্ষক অঞ্জলী রানী শীলের সভাপতিত্বে ‘এসো সবুজের আহবানে, গড়ি সবুজ উপকূল’ প্রতিপাদ্য বিষয়ের উপর অনুষ্ঠানে প্রধান অতিথি ছিলেন উপজেলা খাদ্য কর্মকর্তা মনিরুল ইসলাম সিদ্দিকী (ফিরোজ)। বিশেষ অতিথি ছিলেন, উপজেলা স্যানেটারী ইন্সপেক্টর উদয় কুমার মন্ডল, সাবেক অনারারি ক্যাপ্টেন মোহন লাল দাশ, সাংবাদিক মহানন্দ অধিকারী মিন্টু, সাইফুল ইসলাম। স্বাগত বক্তব্য রাখেন, সবুজ উপকূলের স্থানীয় উদ্যোক্তা ও প্রেসক্লাব পাইকগাছার সভাপতি প্রকাশ ঘোষ বিধান।</p>
<p>শিক্ষার্থী সংগীতা সাধু ও হাসনা খাতুন সুমাইয়ার পরিচালনায় অনুষ্ঠানে আরও বক্তব্য দেন বিদ্যালয়ের সিনিয়র শিক্ষক জি, এম শওকত হোসেন, মোঃ শহিদুল ইসলাম, কনিকা ঘোষ, শংকর প্রসাদ মুনি, নার্গিস আক্তার, রীতা রায়, ফাতেমা খাতুন, তপন কুমার মন্ডল, মোঃ মহিবুল্লাহ, মাসুম বিল্লাহ, সুশান্ত হালদার, শিক্ষার্থী রমা দেবনাথ প্রমুখ।</p>
<p>অনুষ্ঠানে ৩টি বিষয়ে প্রতিযোগিতায় বিজয়ীদের পুরস্কার দেওয়া হয়। রচনা লিখন প্রতিযোগিতায় শহীদ জিয়া বালিকা বিদ্যালয়ের প্রথম হয়েছে ৯ম শ্রেণির ছাত্রী রাসমনি সাধু, দ্বিতীয় হয়েছে ১০ম শ্রেণির ছাত্রী রমা দেবনাথ ও তৃতীয় হয়েছে ৯ম শ্রেণির ছাত্রী নাজিয়া ফেরদৌসী।</p>
<p>পত্রলিখন প্রতিযোগিতায় প্রথম হয়েছে বিদ্যালয়ের ৭ম শ্রেণির ছাত্রী সুমাইয়া সুলতানা, দ্বিতীয় হয়েছে ৭ম শ্রেণির ছাত্রী তনুজা খানম ও তৃতীয় হয়েছে ৬ষ্ঠ শ্রেণির ছাত্রী অনিন্দীতা ঘোষ।</p>
<p>ছবি আঁকা প্রতিযোগিতায় প্রথম হয়েছে বিদ্যালয়ের ১০ম শ্রেণির ছাত্রী হাসনা খাতুন সুমাইয়া, দ্বিতীয় হয়েছে ১০ম শ্রেণির ছাত্রী তিথী দেবনাথ ও তৃতীয় হয়েছে ৭ম শ্রেণির ছাত্রী মারিয়া সুলতানা।</p>
<p>আলোচনা সভা শেষে বিদ্যালয় প্রাঙ্গনে গাছের চারা রোপন করা হয়েছে। অনুষ্ঠানে বক্তারা উপকূল সুরক্ষায় চারিপাশে পরিবেশ সম্পর্কে সচেতন, জলবায়ু পরিবর্তন সম্পর্কে ধারণা ও উপকূল সুরক্ষায় আহরিত জ্ঞান কাজে লাগানোর জন্য শিক্ষার্থীদের প্রতি আহবান জানান।</p>
<p>উপকূল অঞ্চলের শিক্ষার্থীদের মাঝে পরিবেশ ও জলবায়ু সচেতনতা বাড়ানো এবং তাদের সৃজনশীল মেধা বিকাশের লক্ষ্যে ২০১৫ সাল থেকে এ কর্মসূচি শুরু হয়। ২০১৫ সাল থেকে প্রথম তিন বছর এ কর্মসূচিতে অর্থ সহায়তা দেয় ফার্স্ট সিকিউরিটি ইসলামী ব্যাংক। ২০১৮ সাল থেকে এ কর্মসূচি স্থানীয় উদ্যোগে বাস্তবায়িত হচ্ছে।</p>
<p>২০১৫ থেকে ২০১৯ সাল পর্যন্ত ৫ বছরে ১৫টি উপকূলীয় জেলার ১৮টি উপজেলার ৪৮৬টি স্কুলের ২ লাখ ৪২ হাজার ৯২৩জন শিক্ষার্থী অংশ নিচ্ছে। পাঁচ বছরে কর্মসূচির সংখ্যা দাঁড়াচ্ছে ১০৫-এ।</p>
<p>এরমধ্যে ২০১৫ সালে ১০ জেলার ১৩ উপজেলার ৪০টি স্কুলের ২০ হাজার শিক্ষার্থী ১৪টি কর্মসূচিতে অংশ নেয়। ২০১৬ সালে ১৩ জেলার ১৪ উপজেলার ১১৬টি স্কুলের ৭৭ হাজার ৯২৩জন শিক্ষার্থী ২৬টি কর্মসূচিতে অংশ নেয়। ২০১৭ সালে ১৩ জেলার ১৩ উপজেলার ১০০ স্কুলের ৭০ হাজার শিক্ষার্থী ২০টি কর্মসূচিতে অংশ নেয়। এবং ২০১৮ সালে ১২ জেলার ১৩ উপজেলার ১৫০ স্কুলের ২৫ হাজার শিক্ষার্থী ২০টি কর্মসূচিতে অংশগ্রহন করে। এবার ২০১৯ সালে ১৩ জেলার ১৬ উপজেলার ৮০টি স্কুলের ৫০ হাজার শিক্ষার্থী ২৫টি কর্মসূচিতে অংশ নিবে বলে আশা করা যাচ্ছে।</p>

<p>পূর্ব উপকূলের শাহপরীর দ্বীপে যারা গিয়েছেন, তারা খুব ভালো করেই জানেন দ্বীপটি কীভাবে ক্ষয়ে যাচ্ছে। ভঙ্গুর এই দ্বীপকে আমরা সেভাবে তুলে ধরতে পারিনি। এক সময় মানব পাচারের কারণে আর এখন রোহিঙ্গাদের খবর নিতে শাহপরীর দ্বীপে বহু সাংবাদিকের আসা যাওয়া আছে। দ্বীপটি ঘুরে দেখার সুযোগ হলে চোখে পড়বে সেখানকার আসল চিত্র। শাহপরীর দ্বীপে পা রেখে আমরা অন্য খবর সংগ্রহে যাচ্ছি; কিন্তু দ্বীপের না বলা কথাগুলো পায়ের তলায়ই চাপা পড়ে থাকছে। অথচ এক শাহপরীর দ্বীপকে ভালোভাবে তুলে ধরতে পারলেই বাংলাদেশের উপকূলে জলবায়ু পরিবর্তনের ছবিটি স্পষ্ট করা যায়। এমন আরও অনেক রিপোর্টিং ইস্যু রয়েছে বাংলাদেশের উপকূলের পূর্বভাগে।</p>
<p>আজকে আমাদের আলোচনার বিষয় পূর্ব উপকূলের সাংবাদিকতার ইস্যু। বিষয়ে আসার আগে পূর্ব-উপকূলের ব্যাখ্যাটা করে নেওয়া ভালো। মেঘনার পূর্বপাড় থেকেই আসলে পূর্ব উপকূলের শুরু। ভাষা, সংস্কৃতি, ইতিহাস, ঐতিহ্যের দিক থেকে এ এলাকার বৈশিষ্ট্য ভিন্ন। উপকূলের ঝূঁকিপূর্ন ১৬ জেলার মধ্যে ৬টি জেলা পূর্ব-উপকূলের মধ্যে পড়ে। জেলাগুলো হচ্ছে: কক্সবাজার, চট্টগ্রাম, ফেনী, নোয়াখালী, লক্ষ্মীপুর ও চাঁদপুর। এই মুহূর্তে আপনার কল্পনায় বাংলাদেশের মানচিত্রটি ভেসে উঠলে পূর্ব-উপকূলের সীমানা সহজেই অনুমান করতে পারেন। মধ্য ও পশ্চিম উপকূল থেকে পূর্ব-উপকূলের বৈশিষ্ট্য বিভিন্নভাবে আলাদা করা যায়। উপক‚লীয় এলাকা হিসাবে কিছু বিষয় এক থাকলেও বিশেষ বিশেষ অনেক বৈশিষ্ট্য রয়েছে পূর্ব উপকূলে। সাংবাদিকতার ইস্যু নির্ধারণের ক্ষেত্রেও ভিন্ন অনেক বিষয় পাওয়া যায় পূর্ব উপকূলে।</p>
<p><strong>চোখ রাখি কক্সবাজারে<br />
</strong></p>
<p><strong> </strong>যে কথা দিয়ে শুরু করেছিলাম- শাহপরীর দ্বীপের কথায় আবার আসি। আমি যখন প্রথমবার এই দ্বীপে যাই, তখন নাফ তীরের জেলেপল্লীর প্রতিবেদন করেছিলাম। লবণ চাষ, বেড়িবাঁধ ভেঙ্গে যাওয়ায় বাস্তুচ্যুত মানুষদের নিয়ে প্রতিবেদন করেছিলাম। তখন এই দ্বীপে অচেনা লোকজনের যাতায়াত ছিল ঝুঁকিপূর্ন। অচেনা লোকজনকে অর্থের বিনিময়ে পাচারকারীদের হাতে তুলে দেওয়ার ঘটনা ঘটতো। এমনকি মস্তিস্ক বিকৃত ব্যক্তিদের গোসল করিয়ে, ভালো কাপড় পড়িয়ে পাচারকারীদের নৌকায় তুলে দেওয়া ঘটনাও শুনেছি। শাহপরীর দ্বীপে কিংবা টেকনাফের সৈকতে বেশিক্ষণ অবস্থানও নিরাপদ ছিল না। এই এলাকায় ইয়াবার চালান আসার ঘটনা তখনও ছিল। এখন আবার যোগ হয়েছে রোহিঙ্গা ইস্যু। কিন্তু আলোচিত এই ইস্যুর অন্তরালে দ্বীপের মানুষের আসল খবরগুলো কিন্তু ঢাকা পড়ে যায়। শাহপরীর দ্বীপে প্রবেশ পথের সড়কের হাল যদি কেউ দেখেন, অবাক হবেন। মানুষ এ পথ দিয়ে কীভাবে যাতায়াত করে। দ্বীপের বহু মানুষ এলাকা ছাড়তে বাধ্য হয়েছে। জলবায়ু পরিবর্তনের বড় ধাক্কা লেগেছে এখানে। বিষয়গুলো আরও গুরুত্ব দিয়ে খবর হয়ে আসতে পারে সংবাদ মাধ্যমে।</p>
<p>পূর্ব-উপকূলের মানব পাচার ইস্যু মোটামুটি বিলুপ্ত হয়ে গিয়ে চাঙ্গা হয়েছে রোহিঙ্গা ইস্যু। এ ইস্যুটি দেশের সীমানা ছাড়িয়ে বিশ্বজুড়ে আলোচিত। কিন্তু এই আলোচিত বিষয়টির দিকেই আমরা বেশি নজর রাখছি। এর অন্তরালে আরও অনেক ইস্যু চাপা পড়ে যাচ্ছে। প্রথমদিকে মানবিক কারণে নিজ বাড়িতেই রোহিঙ্গাদের আশ্রয় দিয়েছিলেন টেকনাফ-উখিয়ার বহু বাসিন্দা। ওই এলাকার বহু মানুষের সঙ্গে কথা বলে জেনেছি- তারা আসলে শেষ পর্যন্ত অনেক সমস্যার মোকাবেলা করছেন। টেনাফের সাবরাং উচ্চ বিদ্যালয়ের প্রধান শিক্ষক আমাকে বলছিলেন, রোহিঙ্গাদের কারণে স্থানীয় জনজীবনে যে বিরূপ প্রভাব পড়েছে, সেটা তেমন খবরে আসছে না। বনায়নের ক্ষতি, পরিবেশের ক্ষতির দিকগুলো নিয়ে প্রতিবেদন করার অনৈক সুযোগ আছে। আন্তর্জাতিক প্রতিষ্ঠান আইইউসিএন-এর একটি প্রেজেন্টেশন দেখছিলাম। এতে বলা হয়েছে টেকনাফ-উখিয়া এলাকার হাতিগুলো নিরাপদে চলাচল করতে পারছে না রোহিঙ্গা আবাসনের কারণে। ঠিক একই ভাবে বনের জীববৈচিত্র্যের ব্যাপক ক্ষতি হয়েছে- তা বলার আপেক্ষা রাখে না। এসব ভাবনা থেকে আরও প্রতিবেদন আইডিয়া বের করা সম্ভব।</p>
<p>আমাদের সকলেরই জানা আছে, পৃথিবীর সর্ববৃহৎ সমুদ্র সৈকত পূর্ব-উপকূলে, কক্সবাজারে। একে ঘিরে প্রতিনিয়ত চলমান ঘটনার অনেক খবরই আমরা দেখি সংবাদ মাধ্যমে। যে কোন সংবাদ মাধ্যমের হয়ে কক্সবাজারে কাজ করা মানে সকাল-সন্ধ্যা বিশাল এক কর্মযজ্ঞ। অনেকগুলো খবর পাঠাতে হয়। চলমান ঘটনা তো রুটিন কাজ। কিন্তু বিশেষ খবর আসে ক&#8217;টা? একেবারেই হাতে গোনা। আবার সমুদ্র সৈকত কেন্দ্রিক খবরের বাইরেও সমুদ্র লাগোয়া এই শহরে রয়েছে অনেক খবর। বাঁকখালী মরে গেল প্রায়। মৎস্য অবতরণকেন্দ্র শেষ হতে চলেছে। কক্সবাজার-মহেশখালী ঘাট নিয়ে কত ধরণের বাণিজ্য! কে খবর রাখে! নাজিরের টেকের নিকটে আছে কুতুবদিয়া পাড়া। মানে কুতুবদিয়া থেকে নি:স্ব হয়ে যারা এই শহরে এসে আশ্রয় নিয়েছে, তারা এক স্থানে সংঘবদ্ধ হয়ে বসবাস করছে বলে এলাকাটির নাম কুতুবদিয়া পাড়া। এমন পাড়া আরও আছে এই শহরে। খবর হতে পারে এসব বিষয়ে। শুধু সংকটের কথা বলি কেন- এই জেলায় যেসব সম্ভাবনার ক্ষেত্র আছে, তা কতটা বিকশিত হতে পারছে। এই যেমন ধরুন নাজিরের টেক শুটকি পল্লী। মৌসুমে হাজার হাজার মানুষ এখানে কাজ করে। মহেশখালীর সোনাদিয়ায়ও শুটকি উৎপাদন হয়। আমরা কয়টা খবর লিখি, লিখতে পারছি। কক্সবাজার এবং চট্টগ্রামের কিছু অংশে রয়েছে লবণ চাষের ক্ষেত্র। এসবের ওপর কিছু সাদামাটা, গতানুগতিক খবরই আমরা দেখতে পাই।</p>
<p>কক্সবাজারে রয়েছে কয়েকটি দ্বীপ। এরমধ্যে দু&#8217;টি দ্বীপ উপজেলা। এরমধ্যে আবার একটি দেশের একমাত্র পাহাড়ি দ্বীপ। সমুদ্র ঘেঁষা নয়নাভিরাম দু&#8217;টো দ্বীপে যেতে ভ্রমণ পিপাসুরা ব্যাকুল থাকেন। সকলেই বুঝতে পারছেন আমি কোন এলাকার কথা বলতে চাই। দেশের একমাত্র পাহাড়ি দ্বীপ মহেশখালী তো এখন উন্নয়নের ভারে জর্জরিত। সকল উন্নয়ন কর্মকান্ডই যেন এখানে। এরফলে বহু মানুষ কাজ হারাবে এলাকার থেকে। একবার মাতারবাড়ির গ্রামে কয়েক দিন অবস্থান করে জানতে পেরেছি- মানুষগুলোর সংকটের শেষ নেই। অনেক মানুষ এলাকা থেকে অন্যত্র চলে গেছে। কী চমৎকার সোনাদিয়া দ্বীপ। যেন প্রকৃতির এক অপরূপ নিদর্শন। উন্নয়নের কারণে এগুলো রক্ষা হচ্ছে না। এ জেলার অপরূপ সৌন্দর্য্যরে আরেক স্থান সেন্টমার্টিনও রক্ষা করা যাচ্ছে না। এইসব বিষয়ে প্রতিবেদন লেখার য়েছে অনেক বিষয়। এ জেলার কক্সবাজার সদর, চকরিয়া, কুতুবদিয়া, উখিয়া, মহেশখালী, রামু, টেকনাফ- সবগুলো উপজেলাকেই উন্মুক্ত উপক‚লীয় এলাকা হিসাবে বিবেচনা করা হয়।</p>
<p><strong>চট্টগ্রামে কী ইস্যু রয়েছে<br />
</strong></p>
<p><strong> </strong>চট্টগ্রামের দিকে চোখ ফেরালেও উপক‚লীয় অনেক বিষয় চোখে পড়ে। এ জলার আনোয়ারা, বাঁশখালী, চট্টগ্রাম বন্দর, ডালমুরিং মিরসরাই, পাহাড়তলী, পাঁচশাইল, সন্দ্বীপ, সীতাকুন্ড, পতেঙ্গা, হালিশহর, কেতোয়ালী এবং বায়েজীদ বোস্তামী এলাকা উন্মুক্ত উপক‚লীয় এলাকা হিসাবে বিবেচিত। এলাকাগুলোর দিকে চোখ রেখে কল্পনায় মানচিত্র যোগ করলে খুব সহজেই বিষয়গুলো বুঝতে পারি। বাঁশখালীর খানখানাবাদ, ছনুয়া এলাকায় যারা গিয়েছেন- তারা বুঝতে পারেন সেখানকার জনজীবনের সংকট। ছনুয়া থেকে ওপারে কুতুবদিয়ার শেষ মাথা। তারপর ধূ ধূ সমুদ্র। খানখানাবাদ সবসময় থাকে ঝুঁকিতে। ঘূর্ণিঝড় রোয়ানুর ধাক্কায় খান খান হয়ে গিয়েছিল এই খানখানাবাদ। বাঁধ ভেঙে লবণ পানিতে ভেসেছিল গ্রামের পর গ্রাম। কী বিবর্ণ চেহারা। কয়েক বছর ছিল বাঁধহীন। জীবনজীবনে যে ধাক্কা দিয়ে গেছে রোয়ানু- তা কাটিয়ে উঠতে সময় লাগবে। আনোয়ারা সমুদ্র তীরে রয়েছে বৃহৎ পর্যটন সম্ভাবনা। এগুলো নিয়ে খবর কী হচ্ছে তেমনটা? নি:ন্দেহে নজর ফেলা উচিত।</p>
<p>চট্টগ্রামের পতেঙ্গা ঘুরে গেলে পাওয়া যাবে অনেক খবরের বিষয়। বাঁধের উপর বসতি। জলদাস সম্প্রদায়ের জীবন। আবার আছে অপরিকল্পিত উন্নয়ন। বাঁধ কেটে বাড়িঘর হয়েছে, কলকারখানায় ক্ষতিগ্রস্থ হয়েছে বাঁধের। পতেঙ্গা থেকে সীতাকুন্ডের দিকে এলে আর প্রতিবেদন লেখার বিষয় ধরিয়ে দিতে হবে না। সীতাকুন্ডের কুমিরায় যারা গিয়েছেন, তারা জানেন এখানে বিশাল এক জলদাস পাড়া রয়েছে। অন্তত ৫০০ পরিবার রয়েছে। তবে অধিকাংশই আছে অন্যের জমিতে। মাছ ধরাই যে মানুষগুলোর জীবিকার একমাত্র অবলম্বন, সেখানে তাদের মাছ ধরার পথই বন্ধ হয়ে গেছে। একমাত্র কারণ পরিবেশ বিধ্বংসী জাহাজ কাটা শিল্প। সমুদ্রে মাছ পাওয়া যাচ্ছে না। গাছপালা মরে যাচ্ছে। পানি নষ্ট হয়ে গেছে। মাছ পেতে হলে জেলেদের এখন যেতে হয় সমুদ্রের অনেক দূরে। আর সেখানে গিয়ে তারা পড়েন জলদস্যুদের বদলে। এসব নিয়ে বিভিন্ন দৃষ্টিভঙ্গি থেকে খবর হতে পারে।</p>
<p>সন্দ্বীপ থেকে স্টিমারে চট্টগ্রাম গেছেন? আমি গেছি। আমার ফটোফোল্টারে একটা ছবি আছে- রহমতপুরের স্টিমার ঘাটের জেটিতে সারিবদ্ধ মানুষ দাঁড়িয়ে আছেন। অপেক্ষা স্টিমারের। হাতিয়া থেকে ছেড়ে আসা চট্টগ্রামগামী স্টিমারটি সন্দ্বীপের যাত্রী নিয়ে যাবে। কিন্তু স্টিমার ঘাটে ভিড়তে পারবে না। নোঙ্গর করবে অনেক দূরে। জেটি থেকে যাত্রী নেওয়া হবে নৌকায় করে। স্টিমার ঘাটে আসতে পারছে না, কারণ পলি। এখন আর হাতিয়া থেকে চট্টগ্রামগামী স্টিমার সমুদ্রের মাঝে দাঁড়িয়েও স›দ্বীপের যাত্রী নিতে পারে না। যে সন্দ্বীপ ভেঙে এতটুকু হয়ে গিয়েছিল, সে সন্দ্বীপ আবার বড় হচ্ছে। ঠিক একই অবস্থা দেখা যায় উড়িরচর হয়ে নোয়াখালীর সঙ্গে সন্দ্বীপের যোগাযোগের ক্ষেত্রে। নোয়াখালীর সুবর্ণচরের চরলক্ষ্মী থেকে সন্দ্বীপের কালাপানিয়ার উদ্দেশ্যে ছেড়ে আসা ছোট্ট ট্রলারও খুব সাবধানে এটুকু পথ পাড়ি দেয়। কারণ পলি জমেছে। এগুলো সম্ভাবনার ইস্যু। এর সঙ্গে আবার আছে নেতিবাচক খবর। এগুলো ভেবে প্রতিবেদন ইস্যু বের করা যেতে পারে।</p>
<p>উড়িরচরের নাম আমাদের প্রায় সকলেরই জানা। এই দ্বীপের জাসু সরদারের নাম শুনেছেন? ভয়ংকর এক মানুষ। তার নিয়ন্ত্রণেই ছিল উড়িরচর। না, ভয় পানে না। এখন নেই জাসু সরদার। মারা পড়েছে র‌্যাবের হাতে। তার সেকেন্ড ইন কমান্ড ইব্রাহিমসহ আরও অনেক দস্যু এখন আর নেই। একবার নোয়াখালীর কোম্পানিগঞ্জের চর এলাহী ইউনিয়নের ক্লোজার ঘাট দিয়ে উড়িরচর পার হওয়ার চেষ্টা করেছিলাম। পারিনি। কারণ দস্যুদের ভয়। সাধারণ অপরিচিত মানুষ তো দূরের কথা পুলিশও সেসময় দস্যুদের ভয় করতো। আমি ফিরে আসি। এপারের বেড়িবাঁধে হেঁটে ধূ ধূ উড়িরচর দেখে সেবারের মত শান্তনা নেই। কিন্তু দস্যুগুলো মারা পড়ার পর উড়িরচরে কয়েকদিন অবস্থান করে সেখানকার সার্বিক অবস্থা নিয়ে প্রতিবেদন লিখি। পালকির যুগ এখনও টিকে আছে উড়িরচরে। ১৯৮৫ সালের ২৪ মে প্রলয়ংকরী ঘূর্ণিঝড়ে মাটির সঙ্গে মিশে গিয়েছিল উড়িরচর। অনেক দেশের রাষ্ট্রপ্রধানগণ এসেছিলেন এ দ্বীপে। প্রতিবেদন লেখার অনেক বিষয় রয়েছে এখানে।</p>
<p><strong>ফেনীর দিকে তাকাই</strong></p>
<p><strong> </strong>উপকূলীয় জেলা হিসাবে ধরা হয় ফেনীকেও। এ জেলার সোনাগাজী উপজেলাটি সমুদ্র লাগোয়া। সে হিসাবে এই উপজেলাটি উন্মুক্ত উপকূল হিসাবে বিবেচিত। সোনাগাজীর দক্ষিণ সীমানায় চরচান্দিয়ার বেড়িবাঁধের দাঁড়ালে ফেনী জেলা সদরে বসবাসকারী যে কোন সাংবাদিক ক্ষণিকের জন্য ভুলে যাবেন বড় শহরের কথা। ইচ্ছে করবে একটি ভালো ছবি তুলি, একটি ব্যতিক্রমী প্রতিবেদন লিখি। চরচান্দিয়ার বাঁধ ঘেঁষে আছে কিছু জলদাস পরিবার। এই পাড়ায় ঢুকলে যে কেউ অবাক হবেন। এমনও জীবন! কীভাবে বেঁচে আছেন এরা! সমুদ্র তীরবর্তী এই এলাকার মানুষ সর্বক্ষণ দুর্যোগের ভয় নিয়ে টিকে থাকে। নাজুক বাঁধ, নেই পর্যাপ্ত ঘূর্ণিঝড় আশ্রয়কেন্দ্র। জীবিকার জন্য নিজের ভিটেয় থাকতে হয় ভয় হলেও। অন্যত্র যাওয়ার কোন উপায় নেই। মাতামুহরী বৃহৎ সেচ প্রকল্প রয়েছে এই সোনাগাজীতে। সব সংকট নয়, অনেক সম্ভাবনার খবরও এখানে রয়েছে। ছোট ফেনী নদীর ওপর যে ক্লোজার নির্মিত হয়েছে অনেক চেষ্টার পর, সেটি এখন সম্ভাবনা বিকাশের কেন্দ্রে। ক্লোজার নির্মানের আগে যেখানে ভয়াল স্রোত বইতে দেখেছি, সেখানে এখন উর্বর ভূমি। পর্যটনের দুয়ার খুলে দিয়েছে এ ক্লোজার। ফেনীর সোনাগাজী ও নোয়াখালীর কোম্পানীগঞ্জের সীমানায় জেগে থাকা এ ক্লোজার আশা জাগাচ্ছে মানুষের মনে। এসব নিয়ে হতে পারে নানামূখী প্রতিবেদন।</p>
<p><strong>নজর যখন নোয়াখালী</strong></p>
<p><strong> </strong>নোয়াখালীর উপজেলাগুলোর মধ্যে হাতিয়া, কোম্পানীগঞ্জ, সুবর্ণচর এবং নোয়াখালী সদরকে উন্মুক্ত উপক‚ল হিসাবেই ধরা হয়। কোম্পানীগঞ্জের মুছাপুর, চর এলাহীর মত অনেক এলাকা অত্যন্ত দুর্গম। ছোট ফেনী নদীতে ক্লোজার নির্মানের আগে মুছাপুরের দুর্গম জনপদে ছিল দস্যুদের আস্তানা। সাধারণ মানুষ ছিল ভীত সন্ত্রস্ত। এখন যদিও সেসব ভয় নেই। যোগোযোগ ব্যবস্থার উন্নয়ন ঘটায় দস্যুদের তৎপরতা কমে গেছে। স্বাভাবিক জীবনে ফেরা বেশ কয়েকজন দস্যুদের সঙ্গে আমার কথা হয়েছে। তাদের জীবন নিয়ে আমি প্রতিবেদন লিখেছি। তারা কেমন আছে? এখনও প্রতিবেদন করা যেতে পারে। কোম্পানীগঞ্জে কিছু জলদাস পরিবার পেয়েছি, যাদের অবস্থা কিছুটা উন্নত। কীভাবে তারা এগোলো? প্রতিবেদন হতে পারে। এইসব প্রত্যন্ত গ্রামের মানুষেরা কীভাবে বেঁচে আছে- প্রতিবেদন হতে পারে। সুবর্ণচর নোয়াখালীর সম্ভাবনাময় এক জনপদ। ধান আবাদের জন্য বিখ্যাত। ধানের মৌসুমে বিভিন্ন এলাকা থেকে মজুর আসে সুবর্ণচরে। ধান কেটে রোজগার করে তারা আবার ফিরে যায়। ধানের মৌসুমে বিকেলের দিকে বিভিন্ন হাট ঘুরে আমি কর্মজীবীদের দেখা পেয়েছি। মজুরি ঠিক হয় হাটে। রাতে মালিকের বাড়ি চলে যায়। সকালে শুরু হয় ধান কাটা। এ এক অন্যরকম দৃশ্যপট। শুধু ধান আবাদ নয়, কৃষি নিয়ে সুবর্ণচরে অনেক প্রতিবেদন লেখা যায়। আছে প্রভাবশালীদের দাপট, খাসজমি দখল। মাছ চাষ, নদীর ভাঙন, নতুন চর- ইত্যাদি নানান বিষয়। এসব নিয়ে অনেক প্রতিবেদন করার সুযোগ রয়েছে।</p>
<p>নোয়াখালীর একমাত্র দ্বীপ উপজেলা হাতিয়া খবরের আরেক কারখানা। সুবর্ণচর থেকে সোজা দক্ষিণে চেয়ারম্যান ঘাট পার হয়ে যেতে হয় হাতিয়ার নলচিরা। সেখান থেকে চান্দের গাড়িতে ওছখালি, হাতিয়ার প্রাণকেন্দ্র। এ রুট আমাদের সকলেরই জানা। কিন্তু প্রশ্নটা হচ্ছে এখানে খবরের বিষয় কী? কোনটি বিষয় নয় বলুন! এই যে চেয়ারম্যান ঘাট থেকে নলচিরা পারাপার এখানেও রয়েছে বিরাট খবরের ইস্যু। অনেক খবরের তালিকা। এই ঘাট সব সময়ই প্রভাবশালীদের নিয়ন্ত্রণে থাকে। অর্থ রোজগার প্রভাবশালীদের, আর ভোগান্তিটা শুধু যাত্রীদের। হাতিয়ায় নদী ভাঙণের সমস্যা প্রকট হলেও সংবাদ মাধ্যমে সেভাবে প্রতিবেদন আসে না। নলচিরা ঘাটে নেমে পিচঢালা পথ ধরে ওছখালি না গিয়ে আপনি যদি নদীর তীর ধরে সুখচরের দিকে যান, খুব সহজেই বুঝবেন। আরও সামনে চেয়ারম্যান বাজার কিংবা তমরুদ্দিন ঘাট পর্যন্ত গেলে বোঝার আর কিছুই বাকি থাকবে না। হাতিয়ার দক্ষিণ অংশে রয়েছে বিপুল সম্ভাবনার চর। এগুলো নিয়ে যেসব প্রতিবেদন হয়েছে, আরও হওয়া উচিত।</p>
<p><strong>লক্ষ্মীপুরে কী দেখি</strong></p>
<p>লক্ষ্মীপুরেও সমস্যা ও সম্ভাবনা দুটোই রয়েছে। এ জেলার রামগতি ও কমলনগর উপজেলাকে উন্মুক্ত উপজেলা হিসাবে বিবেচনা হয়। এ এলাকার এক নম্বর সমস্যা কাউকে জিজ্ঞেস করলে এক কথায় নদীভাঙণ। একশ জনের একশ জন একই জবাব দিবেন। অনেক আবেদন নিবেদনের পর রামগতির সামান্য কিছু এলাকায় ব্লক ফেলে বেড়িবাঁধ করা হলেও দুই উপজেলার একটি বড় অংশই এখনও অরক্ষিত। কমলনগর উপজেলাটি দেশে বিদেশে ভাঙণ এলাকা হিসাবে পরিচিতি পেয়েছে সংবাদ মাধ্যমের কারণেই। লক্ষ্মীপুর জেলা সদর থেকে যে সড়কটি রামগতি গেছে, এটির পশ্চিমে এক সময় প্রায় ২৯ কিলোমিটার দূরে ছিল মেঘনা নদী। এখন মাত্র ৩ কিলোমিটার দূরে। এ থেকেই অনুমান করা যায়- কতটা ভঙ্গুর জনপদ কমলনগর। বহু মানুষ এলাকা ছেড়ে অন্যত্র চলে গেছে। আমার সঙ্গে এমন অনেকের সঙ্গে দেখা হয়েছে, যারা এক সময় সচ্ছল ছিল। ভাঙণের কারণে সব হারিয়েছে। বর্ষার আগে এই এলাকা হাঁটলে চোখে পড়বে ঘরের চালা, টিন, খুঁটি ইত্যাদি নেওয়া হচ্ছে এক স্থান থেকে আরেক স্থানে। কৃষি আবাদ, শিক্ষা, আর্থিক অবস্থা, ব্যবসা বানিজ্য, জীবিকা- সব ক্ষেত্রেই পড়েছে ভাঙণের প্রভাব। কমলনগরের কিছু অংশে বাঁধ হয়েছে। কিন্তু তা আবার ভেঙেও পড়েছে। এসব নিয়ে প্রতিবেদন হয়েছে। আরও হতে পারে।</p>
<p>সয়বিনের কারণে দেশ জোড়া খ্যাতি কমলনগরের। এক সময় মোট উৎপাদনের ৮০ শতাংশ সয়াবিনের যোগান আসতো এ উপজেলা থেকে। ভাঙণের কারণে এখন হয়তো শতকরা হার কিছুটা কমতে পারে। কিন্তু সয়াবিন চাষের ক্ষেত্রে চাষির সমস্যা নিয়ে বিশেষ কোন প্রতিবেদন খুব চোখে পড়ে না। আবার সয়াবিনের ন্যায্য মূল্য কী চাষিরা পাচ্ছেন? তাদের হাতে কী চাষাবাদের আধুনিক প্রযুক্তি আছে? এসব নিয়ে সংবাদ মাধ্যমে প্রতিবেদনের সংখ্যা হাতে গোনা। এ উপজেলায় আরও অনেক সম্ভাবনার ক্ষেত্র আছে। চাঁদপুরের পর থেকে লক্ষ্মীপুরের রায়পুর, কমলনগর, রামগতি এলাকার মেঘনায় প্রতিবছর বিপুল পরিমাণ ইলিশ আহরিত হয়। এক্ষেত্রে জেলে সম্প্রদায়কে নিয়েও হতে পারে বিভিন্ন ধরণের প্রতিবেদন। আবার যদি একটু দক্ষিণে যাই, মানে রামগতি ঘাট থেকে পার হয়ে ওপারে চর আবদুল্যা- সেখানে তো খবরের কারখানা। চর আবদুল্যা রামগতি উপজেলার একটি দ্বীপ ইউনিয়ন। সেখানকার নাগরিকেরা কেমন আছে? এপার বসে সেখবর খুব কমই রাখা হয়।</p>
<p><strong>চাঁদপুরের ইস্যু কী</strong></p>
<p>চাঁদপুরের হাইমচর উপজেলাকে উন্মুক্ত উপকূল হিসাবে বিবেচনা করা হলেও মেঘনার গা ঘেঁসে জেগে থাকা চাঁদপুর সদরও উপকূলের প্রভাবমুক্ত নয়। উপকূল ভিত্তিক বহু খবর রয়েছে এইসব এলাকায়। হাইমচর এক সময় চাঁদপুরের মূল ভূখন্ডের সঙ্গে থাকলেও এখন সে পুরোটাই দ্বীপ। উপজেলা সদর স্থানান্তর করা হয়েছে আলগী ইউনিয়নে। হাইমচরে গিয়ে মানুষের সঙ্গে কথা বললেই বোঝা যায়, সেখানকার মানুষেরা কতটা কষ্টে জীবন যাপন করছেন। একটি মাত্র হাইস্কুল, অর্ধেক ওপারে, অর্ধেক এপারে! কীভাবে? একটু খোঁজ নিলেই জানতে পারবেন। অনেকে অধিক কষ্টে, জীবনের ঝুঁকি নিয়ে এপারে চরভৈরবীতে পড়তে আসে। কিছু ছেলেমেয়ে মাধ্যমিক পেরিয়ে কলেজে- তাদের থাকতে হয় চাঁদপুর সদরে। জীবনের প্রতিটি ক্ষেত্রে সংকট।</p>
<p>পূর্ব-উপকূলের জেলা ভিত্তিক কিছু বিষয় নিয়ে আলোচনা করলাম। এক লেখায় আরও বর্ধিত পরিসরে আলোচনা করা সম্ভব নয়। তবে আলোচিত বিষয়গুলো বিবেচনায় রেখে অনেক নতুন নতুন বিষয় বেরিয়ে আসবে। এছাড়া কমন বিষয়গুলো পূর্ব-উপকূলের জন্যও প্রযোজ্য। যেমন- পরিবেশ-প্রতিবেশ, জলবায়ু পরিবর্তন, নাগরিক সেবা, যোগাযোগ-যাতায়াত, উন্নয়ন-অপউন্নয়ন, দুর্নীতি-অপরাধ ইত্যাদি।</p>

উপকূল সাংবাদিকতার নানান দিন নিয়ে যখন আলোচনা হচ্ছে, তখন উপকূল সাংবাদিকতার গুরুত্বের বিষয়টি সামনে চলে আসে। উপকূলে যারা সাংবাদিকতা করছেন, উপকূল সাংবাদিকতার সঙ্গে যারা সম্পৃক্ত- তাদেরকে উপকূল সাংবাদিকতার গুরুত্ব অবশ্যই বিবেচনায় রাখতে হবে।

<p>উপকূল সাংবাদিকতার নানান দিন নিয়ে যখন আলোচনা হচ্ছে, তখন উপকূল সাংবাদিকতার গুরুত্বের বিষয়টি সামনে চলে আসে। উপকূলে যারা সাংবাদিকতা করছেন, উপকূল সাংবাদিকতার সঙ্গে যারা সম্পৃক্ত- তাদেরকে উপকূল সাংবাদিকতার গুরুত্ব অবশ্যই বিবেচনায় রাখতে হবে।</p>
<p>বিষয় এবং কাঠামোগত দিক বিবেচনায় অনেক ধরণের সাংবাদিকতা প্রচলিত আছে দেশে-বিদেশে। এর কোন কোনটি আবার বেশ আলোচিত। পরিবেশ সাংবাদিকতা এক সময় বাংলাদেশের সংবাদ মাধ্যমগুলোতে খুবই কম গুরুত্ব পেতো। পরিবেশের সঙ্গে জলবায়ু বিষয়টি যুক্ত হয়ে বিষয়টি এখন বৃহৎ পরিসর পেয়েছে। উন্নয়ন সাংবাদিকতাও অনেকখানি জায়গা করে নিয়েছে। দুর্যোগ সাংবাদিকতা, কৃষি সাংবাদিকতা, নারী ও শিশু বিষয়ক সাংবাদিকতা, আদিবাসী বিষয়ক সাংবাদিকতা, নৌপথ বিষয়ক সাংবাদিকতা, মানবাধিকার বিষয়ক সাংবাদিকতার ধারা আমাদের দেশে প্রচলিত আছে। তবে এগুলো এখনও বিশেষ গুরুত্বের আসনে স্থান পায়নি। ঘটনা ঘটলেই কেবল এসব বিটের সাংবাদিকদের খোঁজ পড়ে। কিন্তু রাজনীতি, অর্থনীতি, প্রশাসন, অপরাধ ইত্যাদি বিষয় নিয়ে যারা কাজ করেন- তাদের গুরুত্ব বরাবরই বেশি। সংবাদ মাধ্যম তাদের কাছ থেকে খবর চায় প্রতিদিন। এত ধরণের সাংবাদিকতা থাকতে ‘উপকূল সাংবাদিকতার’ গুরুত্ব কতখানি? প্রশ্নটা সামনে চলে আসে। কেনই বা আমরা উপকূল নিয়ে ভিন্ন ধারার সাংবাদিকতার কথা ভাবছি?</p>
<p>নিবিড়ভাবে কাজ শুরুর আগে এই প্রশ্নগুলো নিজেকেই করছিলাম। কেন উপকূল নিয়ে কাজ করবো? নিজের কাছে নিজেই যখন জানতে চাই- তখন বের হয় অনেক ধরণের উত্তর। উপরে যেসব বিষয়ভিত্তিক সাংবাদিকতার কথা উল্লেখ করলাম, উপকূল সাংবাদিকতার এর সবগুলোই বিদ্যমান। একজন পরিবেশ সাংবাদিকের জন্য উপকূলে রয়েছে হাজার রকমের বিষয়। আবার জলবায়ু নিয়ে যে সাংবাদিক কাজ করেন, তাকেও নজর ফেরাতে হবে উপকূলে। প্রতিটি বিষয় ধরে বলার প্রয়োজন নেই- এক কথায় বলা যায়, সব ধরণের সাংবাদিকতার উপাদান রয়েছে উপকূলে। তাই বলে উপকূল সাংবাদিকতাকে এইসব বিষয়ের মধ্যে ফেলে দেওয়াও যায় না। উপকূল সাংবাদিকতাকে শুধুমাত্র পরিবেশ সাংবাদিকতা কিংবা মানবাধিকার সাংবাদিকতা কিংবা দুর্যোগ সাংবাদিকতা কিংবা উন্নয়ন সাংবাদিকতার মধ্যে ফেলে রাখা যাবে না। হয়তো কাজটা চালিয়ে নেওয়া যাবে, কিন্তু উপকূল সেভাবে গুরুত্ব পাবে না। সেই কারণেই এটাকে আমরা পৃথকভাবে ‘উপকূল সাংবাদিকতা’ বলতে চাই। আবার প্রতিদিন চলমান ঘটনা নির্ভর খবরকেও আমরা সেভাবে উপকূল সাংবাদিকতার সংজ্ঞায় ফেলতে পারি না। ‘উপকূল সাংবাদিকতা’ হচ্ছে এমন সাংবাদিকতা, যে সাংবাদিকতায় উপকূলীয় জনজীবনের প্রতিচ্ছবি ভেসে ওঠে। অন্যভাবে বলা যায়- যে সাংবাদিকতায় উপকূল অঞ্চলের পরিবেশ-প্রতিবেশ, দুর্নীতি-অপরাধ, জনজীবনের সংকট এবং সম্ভাবনার চারদিক ফুটিয়ে তোলে সেটাই উপকূল সাংবাদিকতা।</p>
<p><strong>সমস্যা ও সংকটের উপকূল</strong></p>
<p>আমরা আলোচনা করছি উপকূল সাংবাদিকতার গুরুত্ব নিয়ে। সংকট ও সম্ভাবনা দুই দিক থেকেই উপকূল সাংবাদিকতার গুরুত্ব রয়েছে। সংকটের কথা যদি বলি- বলে শেষ করা যাবে না। উপকূল নিয়ে এখন যারা সাংবাদিকতা করছেন তাদের জীবদ্দশায় তো নয়-ই, পরের কয়েক প্রজন্মও উপকূল নিয়ে কাজ শেষ করে যেতে পারবে না। পিছিয়ে পড়া অনগ্রসর জনপদের নাম উপকূল। এই জনপদের মানুষদের প্রতিনিয়ত প্রতিকূল পরিবেশের সঙ্গে লড়াই করে টিকে থাকতে হচ্ছে। কখনো ঘূর্ণিঝড়ে লন্ডভন্ড হয়, কখনো জলোচ্ছ্বাসে ভাসে। প্রতি বছর দুর্যোগে হাজারো মানুষের প্রাণ যায়। কোটি কোটি টাকার সম্পদহানি ঘটে। চারিদিকে শুধু আতংক আর আতংক। এরপরও উপকূলের বহু এলাকায় পৌঁছেনি উন্নয়ন সুবিধা। সরকারি-বেসরকারি সেবা পৌঁছাচ্ছেনা সাধারণ মানুষের কাছে। গড়ে ওঠেনি প্রয়োজনীয় অবকাঠামো। রাস্তাঘাট, কালভার্ট, হাসপাতাল কিংবা শিক্ষা প্রতিষ্ঠান নেই। নদী-ভাঙ্গণে বিলীন হচ্ছে গ্রামের পর গ্রাম। ক্ষতিগ্রস্থ পরিবারগুলো ভাসমান দিন কাটাচ্ছে। জীবিকা নির্বাহে সংকটের শেষ থাকে না। এর ওপর জলবায়ু পরিবর্তনের প্রভাব পড়তে শুরু করেছে উপকূলে। কিন্তু প্রান্তিকের এই বিপন্নতার চিত্র কেন্দ্রীয় গণমাধ্যমে খুব কমই আসছে। নজর শুধু দুর্যোগ কিংবা অন্যান্য চলমান ঘটনায়। কিন্তু উপকূলের স্বাভাবিক জীবনটাও যে কতটা অস্বাভাবিক, সে খোঁজ কে রাখে?</p>
<p>ঘূর্ণিঝড় ধেয়ে আসছে। ঘন্টায় ঘন্টায় বাড়ছে সতর্কীকরণ সংকেত, তিন, চার, ছয়, আট&#8230;। সতর্কীকরণ বার্তা যতটাই বিপদের দিকে এগোয়, ততই দ্রæত বেগে ব্যস্ত হয়ে ওঠে গণমাধ্যমের কেন্দ্রীয় বার্তা কক্ষ। উপকূলের দিকে বিপদ আসার খবরের ছবি চাই, সবার চেয়ে ভালো ছবি, লিড করার মত ছবি! বিস্তারিত প্রতিবেদন চাই, সবার চেয়ে ভালো প্রতিবেদন। গণমাধ্যমের ক্যামেরার চোখ তখন উপকূলের প্রান্তিকে, সেইসঙ্গে বাড়ে সংবাদকর্মীর ব্যস্ততাও। আর সেই ঘূর্ণিঝড়টি মহাপ্রলয় নিয়ে উপকূলে আঘাত হানে, তাহলে তো ঢাকা থেকে দল বেঁধে সংবাদকর্মীরা ছুটেন উপকূলের দিকে।</p>
<p>খবর খুঁজি উপকূলের প্রান্তিকে। ঝড়-ঝঞ্ঝায় ওলট-পালট জনপদ। ছুটে চলে বিপন্ন মানুষের দল। কেউবা দলছুট। শুকনো মুখগুলোর গভীর চাহনি আর দীর্ঘশ্বাসে কষ্টের ইঙ্গিত। সমুদ্রের নোনা জলে কালচে শরীর। তিনবেলা ভাত জোটানোর লড়াইটা যেন চোখেমুখেই স্পষ্ট। পরিবারের সদস্য সংখ্যা কারও পাঁচ, কারও সাত, আবার কারও দশ। বছরের একাধিকবার ঝড়ের তান্ডব এদের জীবনের গতিপথ বদলে দেয়। জীবনের লড়াইটা তখন আরও কঠিন হয়ে পড়ে। প্রাকৃতিক বিপর্যয়ে মানুষগুলো নি:স্ব। এক একটি জনপদ বিলীন হয়ে যায় চোখের সামনে। আবার জেগে ওঠে নতুন চর। আবার জাগায় স্বপ্ন। উপকূলের এই প্রান্তিকে সরকারি-বেসরকারি সেবাও খুব একটা পৌঁছায় না। তবুও এগিয়ে যেতে হয়। জীবনযুদ্ধের নিয়মনীতি লঙ্ঘন করতে পারেন না বিপন্ন মানুষেরাও।</p>
<p><strong>সম্ভাবনার উপকূল</strong></p>
<p>সংকটের পাশাপাশি বিপুল অর্থনৈতিক সম্ভাবনার নিরিখেও উপকূল সাংবাদিকতার গুরুত্ব অনেক। ইলিশসহ উপকূলীয় অঞ্চলের মৎস্য সম্পদ দেশের জাতীয় অর্থনীতিতে বিরাট ভূমিকা রাখছে। কয়েক লাখ মানুষের জীবিকা এই মৎস্য খাত। আবার উপকূলের কৃষি, শুটকি উৎপাদন, চিংড়ি চাষ, লবণ চাষ, কাঁকড়া চাষ ইত্যাদি ক্ষেত্রের অর্থনৈতিক সম্ভাবনাও উপক‚লের সম্ভাবনা ও গুরুত্ব বাড়িয়ে তোলে। পূর্বে টেকনাফের শাহপরীর দ্বীপ থেকে পশ্চিমে শ্যামনগরের কালিঞ্চি গ্রাম পর্যন্ত পর্যটনেরও বিপুল সম্ভাবনা রয়েছে। পশ্চিম উপকূলে বিশ্বঐতিহ্য সুন্দরবন ঘিরে প্রত্যক্ষ ও পরোক্ষভাবে পাঁচ লক্ষাধিক মানুষের জীবিকা নির্বাহ হয়। আবার ধরুন, উপকূলের দ্বীপ-চরগুলোতে রয়েছে হাজার হাজার একর উর্বর ভূমি। এর সদব্যবহার কী হচ্ছে? কিন্তু এসব সম্ভাবনার কতটুকুই বা বিকশিত করা সম্ভব হয়েছে! উপকূলকে যদি আমরা গোল্ডেন চেইন হিসাবে বিবেচনা করি, তাহলে সেই চেইনের এক টুকরোও আমরা কাজে লাগাতে পারিনি। উপকূলের এইসব সম্ভাবনাময় ক্ষেত্র জাগিয়ে তুলতে উপকূল সাংবাদিকতার গুরুত্ব অপরিসীম। উপক‚লের সম্ভাবনা কাজে লাগিয়ে উপক‚লের মানুষকে ভালো রাখা যায়। সমস্যা ও সংকটও অনেকখানি কমিয়ে আনা যায়।</p>
<p><strong>জলবায়ু ও পরিবেশগত ঝুঁকি</strong></p>
<p>পরিবেশগত দিক থেকেই বিশ্বজুড়ে উপকূল অঞ্চলের গুরুত্ব বাড়ছে। জলবায়ু পরিবর্তনের ফলে উপকূল অঞ্চলের ঝুঁকি বেড়ে চলেছে। জনজীবনে বিরূপ প্রভাব পড়তে শুরু করেছে। প্রতি বছর বহু ঘরবাড়ি হারিয়ে নি:স্ব হচ্ছে। অনেকে কাজ হারাচ্ছে। কৃষক নিজের জমিতে ধান ফলিয়ে টিকে থাকতে পারছে না। মৎস্যজীবীর জালে মাছের পরিমাণ কমে যাচ্ছে। দুর্যোগের মাত্রাও বেড়েছে অস্বাভাবিক। বদলাচ্ছে তাপমাত্রা। গবেষণা সূত্র থেকে পাওয়া তথ্যে জানা যায়, ১৯৬১ সাল থেকে ১৯৯০ সাল পর্যন্ত বাংলাদেশে গড়ে প্রতি বছর তাপমাত্রা বেড়েছে দশমিক ৩৭ ডিগ্রি সেলসিয়াস এবং ১৯৬১ থেকে ২০০০ সাল পর্যন্ত দেশে গড়ে প্রতি বছর তাপমাত্রা বেড়েছে দশমিক ৭২ ডিগ্রি সেলসিয়াস। শেষ দশ বছরে তাপমাত্রা এত বেশি বেড়েছে যে ৪০ বছরের গড়  তাপমাত্রার হার দ্বিগুন হয়েছে। গত ১০০ বছরে বাংলাদেশে তাপমাত্রা বেড়েছে প্রায় দশমিক ৫ ডিগ্রি সেলসিয়াস, একই সঙ্গে সমুদ্রপৃষ্ঠের উচ্চতা বেড়েছে দশমিক ৫ মিটার। দক্ষিণ-পশ্চিম খুলনা অঞ্চলে সমুদ্রপৃষ্ঠের উচ্চতা বৃদ্ধির হার রেকর্ড করা হয়েছে ৫ দশমিক ১৮ মিলিমিটার। এইসব তথ্য থেকে দেখা যায়, সমুদ্রপৃষ্ঠের উচ্চতা বাড়ছে অত্যন্ত ধীর গতিতে। এরপরও এ হারে বৃদ্ধি অব্যাহত থাকলে ২০৫০ সালে সমুদ্রপৃষ্ঠের উচ্চতা ৮৫ সেন্টিমিটার পর্যন্ত হতে পারে।</p>
<p>জলবায়ু পরিবর্তনের প্রভাব পড়তে শুরু করেছে উপকূলে। পরিবেশ বিপর্যয়ের ফলে মানুষজন বসতি বদলাচ্ছে বারবার। এইসব ঝুঁকির মধ্যেই বেঁচে আছে উপকূলের প্রায় চার কোটি মানুষ। যোগাযোগ বিচ্ছিন্নতাই এই অঞ্চলের জীবনযাত্রা পিছিয়ে রাখছে। উপকূলের বহু এলাকা মূল ভূখন্ড থেকে বিচ্ছিন্ন থাকার কারণেই সেখানকার মানুষ কেন্দ্র থেকে অনেক দূরে। এরই প্রভাব পড়ছে সমাজের নানা স্তরে। অশিক্ষা-অসচেতনতা জনপদের মানুষদের অনগ্রসরতার গন্ডি পেরোতে দিচ্ছে না। উপকূলের মানুষকে সেইসব সংকট থেকে বের হতে সহায়তা করার ভাবনা থেকেই ভিন্নধারার উপকূল সাংবাদিকতার পথে চলা।</p>
<p><strong>ভাবনায় যোগ করি আরও কিছু বিষয়</strong></p>
<p>দেশের অত্যন্ত সম্ভাবনাময় এই অঞ্চলটি পিছিয়ে আছে যুগের পর যুগ। দুর্যোগ এলে সব গণমাধ্যমে হইচই পড়ে যায়। ‘সিডর’, ‘আইলা’, ‘মহাসেন’-এর কল্যাণে উপকূলের প্রতি গণমাধ্যমের সাময়িক নজর পড়ে উপকূলের প্রান্তিকে। দুর্যোগ সরে গেলে সেসব কথা কারও মনে থাকে না। দ্বীপের খবর কেউ রাখেন না। উপকূলের বিচ্ছিন্ন জনপদের প্রকৃত খবর নেই রাষ্ট্রের নীতিনির্ধারকদের কাছে। নানা সীমাবদ্ধতার কারণে বেসরকারি প্রতিষ্ঠানগুলোও বিষয়টি খতিয়ে দেখতে পারছে না। সেখানকার জেলেরা কীভাবে বেঁচে থাকে? কৃষকেরা কেন ফসল পায়না? শিশুরা কেন স্কুলে যেতে পারে না? নানামূখী দুর্যোগে মানুষগুলো কীভাবে বেঁচে থাকে? এসব প্রশ্নের জবাব আমাদের অনেকেরই জানা নেই। আবার থাকলেও আছে শুধুমাত্র উপরিভাগের তথ্য। ভেতরের তথ্য জানার সুযোগ একেবারেই কম। উপকূলকে এগিয়ে নিতে হলে, সেখানকার মানুষের সংকট কাটাতে হলে, এইসব বিষয়ে বিস্তারিত তথ্য চাই। তথ্য ছড়িয়ে দেওয়া, উপকূলের সমস্যা নিয়ে উন্নয়ন সহযোগী প্রতিষ্ঠানগুলোকে ভাবনার সুযোগ করে দেওয়া, নীতিনির্ধারকদের সামনে সমস্যা সমাধানের পথ বের করে দিতেই উপকূল সাংবাদিকতার প্রয়োজনীয়তা অনেক বেশি। আর এই লক্ষ্য নিয়েই আমি এই ধরণের ঝুঁকিপূর্ন সাংবাদিকতায় যুক্ত হই। এখানে চ্যালেঞ্জ যেমন রয়েছে, তেমনি রয়েছে ভালো প্রতিবেদন তৈরির অনেক ক্ষেত্র। যথাযথ পরিকল্পনার মধ্যদিয়ে উপকূলের অনেক নতুন তথ্য তুলে আনা সম্ভব, যা দিয়ে চমৎকার প্রতিবেদন তৈরি করা যেতে পারে।</p>
<p>নিবিড় উপকূল সাংবাদিকতা প্রান্তিকের জেলে-কৃষক-ক্ষুদ্র ব্যবসায়ী থেকে শুরু করে সব পেশার মানুষের কণ্ঠস্বর তুলে আনতে পারে। এর মাধ্যমে উপকূলের প্রত্যন্ত এলাকার মানুষকে কেন্দ্রের সঙ্গে সংযুক্ত করা সম্ভব। দুবলার চর, নিঝুমদ্বীপ, মনপুরা, হাতিয়া, শাহপরীর দ্বীপের মত বিচ্ছিন্ন জনপদকে কেন্দ্রের সামনে উপস্থাপন করতে পারে উপকূল সাংবাদিকতা। প্রতিনিয়ত বিচ্ছিন্ন জনপদের মানুষগুলো কী সমস্যায় পড়ছেন, কীভাবেই-বা তার সমাধান করছেন, সব বিবরণ প্রতিবেদন আকারে উপস্থাপন করতে পারে উপকূল সাংবাদিকতা। খতিয়ে দেখতে পারে কেন প্রত্যন্ত এলাকার মানুষের জন্য সরকারি-বেসরকারি সেবা মিলছে না? কেনই-বা তারা পিছিয়ে আছে যুগের পর যুগ? এর সঙ্গে বিশেষজ্ঞ বিশ্লেষণ, সরকারি-বেসরকারি তৎপরতা আর নতুন নতুন ভাবনার খবরাখবর তুলে আনতে পারে উপকূল সাংবাদিকতা। তথ্য প্রচার এবং এ সংক্রান্ত নানামূখী কর্মকান্ডের মাধ্যমে পিছিয়ে পড়া সম্ভাবনাময় অঞ্চলটিকে সামনে নিয়ে আসা সম্ভব। মনে রাখা প্রয়োজন, বারবার কড়া নাড়লেই উপকূলের অন্ধকার দুয়ারে আলো ফেলা সম্ভব। আর সে ক্ষেত্রে উপকূল সাংবাদিকতা অগ্রণী ভূমিকা রাখতে পারে।</p>
<p><strong>উপকূলের ব্যাপ্তি   </strong></p>
<p>বাংলাদেশ সরকার পরিচালিত ইন্টিগ্রেটেড কোস্টাল জোন ম্যানেজমেন্ট প্রকল্প (আইসিজেডএমপি) প্রত্যক্ষ ও পরোক্ষভাবে প্রভাবিত দেশের ১৯টি জেলাকে উপকূলের আওতাভূক্ত বলে চিহ্নিত করেছে। জেলাগুলো হচ্ছে বাগেরহাট, বরগুনা, বরিশাল, ভোলা, চাঁদপুর, চট্টগ্রাম, কক্সবাজার, ফেনী, গোপালগঞ্জ, যশোর, ঝালকাঠি, খুলনা, লক্ষীপুর, নড়াইল, নোয়াখালী, পটুয়াখালী, পিরোজপুর, সাতক্ষীরা, শরীয়তপুর। জেলাগুলোতে সংসদীয় আসনের সংখ্যা ৯০টি। এরমধ্যে ৪১টি সংসদীয় আসন প্রত্যক্ষ উপক‚ল সংশ্লিষ্ট। ২০১১ সালের আদমশুমারি অনুসারে উপকূলভূক্ত এই এলাকায় লোকসংখ্যা প্রায় ৫ কোটি। সমগ্র উপকূল অঞ্চলকে ‘এক্সপোজড’ ও ‘ইন্টেরিয়র’ এই দু’ভাগে ভাগ করা হয়েছে। এ হিসাবে বিপন্নতায় ১৬ জেলা। তিনটি নির্দেশককে ভিত্তি ধরে চিহ্নিত করা হয়েছে উপক‚ল অঞ্চল। এগুলো হলো- জোয়ার-ভাটার বিস্তৃতি, ঘূর্ণিঝড়ের বাতাস ও লবনাক্ততার প্রভাব। এই তিন নির্দেশক কেন্দ্র করেই উপক‚ল অঞ্চলের অধিকাংশ সমস্যা আবর্তিত। তিনটি নির্দেশকের মধ্যে যেখানে কমপক্ষে দুটো বিদ্যমান সে এলাকাকে এক্সপোজড জোন আর যেখানে একটি বিদ্যমান সে এলাকাকে ইন্টেরিয়র জোন হিসাবে চিহ্নিত করা হয়েছে।</p>
<p>বাংলাদেশের উপকূল অঞ্চলের বিস্তৃতি পূর্বে কক্সবাজারের শাহপরীর দ্বীপ থেকে শুরু করে পশ্চিমে সুন্দরবন। ৭১০ কিলোমিটার তটরেখা বেষ্টিত সমগ্র উপকূলে ঝুঁকিপূর্ন জেলা ১৬টি। জেলাগুলো হচ্ছে: পূর্ব উপকূলের কক্সবাজার, চট্টগ্রাম, নোয়াখালী, ফেনী, লক্ষ্মীপুর, চাঁদপুর, মধ্য উপকূলে বরিশাল, ভোলা, পটুয়াখালী, বরগুনা, পিরোজপুর, ঝালকাঠি, শরীয়তপুর এবং পশ্চিম উপকূলে রয়েছে খুলনা, বাগেরহাট ও সাতক্ষীরা। পরোক্ষভাবে উপকূলের আওতায় আরও তিনটি জেলা রয়েছে। এগুলো হচ্ছে: গোপালগঞ্জ, নড়াইল ও যশোর। মোটা দাগে সমগ্র এই অঞ্চলের সাংবাদিকতাকেই ‘উপকূল সাংবাদিকতা’ ধরা যায়। তবে সমগ্র উপকূল অঞ্চলকে একই ফ্রেমে নিয়ে এসে পরিকল্পনার ভিত্তিতে নিবিড়ভাবে যে সাংবাদিকতা, সেটাকেই প্রকৃত ‘উপকূল সাংবাদিকতা’ বলা উচিত। সমগ্র উপকূল নিয়ে এ ধরণের সাংবাদিকতার প্রয়োজনীয়তা অনুভব করেছিলাম দীর্ঘদিন ধরে। অবশেষে এই ভিন্নধারার সাংবাদিকতার পথে হাঁটলাম বেশ কয়েক বছর ধরে। উপকূলের ৭১০ কিলোমিটার তটরেখার খুব কম এলাকাই আছে, যেখানে আমার পা পড়েনি।</p>
<p><strong>উপকূল সাংবাদিকতা, সময়ের দাবি    </strong></p>
<p>গুরুত্বের দিক বিবেচনায় জাতীয়,  আন্তর্জাতিক ও স্থানীয় পর্যায়ে বিশেষ স্থান জুড়ে বিরাজমান ‘উপকূল  সাংবাদিকতা’। হয়তো এটি এখনও ‘উপকূল সাংবাদিকতা’ হিসাবে স্বীকৃতি পায়নি।  কখনো উপকূলের এই ভিন্ন ধরণের সাংবাদিকতা পরিচিতি পায় মফ:স্বল সাংবাদিকতা  হিসাবে, কখনো বা দুর্যোগ সাংবাদিকতা হিসাবে। ইদানিংকালে আবার এটি জলবায়ু  পরিবর্তন সাংবাদিকতা হিসাবেও স্থান করে নিচ্ছে। এই যে বিভিন্ন ফরমেটে আমরা  উপকূল সাংবাদিকতা দেখছি- এখানেই রয়েছে সম্ভাবনা। বাংলাদেশের অর্থনীতিতে  উপকূলের যেখানে বিশেষ অবদান রয়েছে; আবার প্রাকৃতিক বিপদের বড় সূত্র যেখানে  এই উপকূল- সেখানে ‘উপকূল সাংবাদিকতা’ পৃথক মর্যাদা পাওয়া এখন সময়ের দাবি।  গত কয়েক বছর ধরে নিবিড়ভাবে উপকূল সাংবাদিকতা শুরু হয়েছে। আর এই কাজের ভেতর  দিয়ে সামনে আসছে কিছু চ্যালেঞ্জ। উপকূল সাংবাদিকতায় রয়েছে চ্যালেঞ্জ আর  ঝুঁকি। কিন্তু এইসব চ্যালেঞ্জ আর ঝুঁকি কাটিয়ে সামনে যেতে পারলে আছে  সম্ভাবনার সুদীর্ঘ দিগন্ত রেখা। উপকূল সাংবাদিকতা বিকাশের মধ্যদিয়ে সেই  দিগন্ত রেখায় পৌঁছানো সম্ভব।</p>
<p><strong>উপকূল সাংবাদিকতার ইস্যু</strong></p>
<p>মানুষের দুঃখকষ্টের প্রতিবেদনও যে পাঠকের আগ্রহের বিষয় হয়ে উঠতে পারে, তার দৃষ্টান্ত রেখে গেছেন চারণ সাংবাদিক মোনাজাতউদ্দিন। মানুষের খবর জানতে একেবারে মানুষের কাছে যাওয়া। বঞ্চিত মানুষটির মুখ থেকেই শোনা যেতে পারে ঘটনার বিবরণ। সরেজমিন অনুসন্ধানের ভিত্তিতে সেইসব অজানা কাহিনী তুলে ধরা যেতে পারে পাঠকের সামনে। পাঠকরা রাষ্ট্রের আলোচিত বিষয় ও রাজনৈতিক খবরের ওপর কিছুটা ঝুঁকে থাকলেও তাদের জানার আগ্রহের পরিধি অনেক বেড়েছে। তারা অন্যান্য খবরের পাশাপাশি মানুষের খবরও জানতে চান। উপকূলের মানবিক আবেদনধর্মী প্রতিবেদন প্রকাশিত হলে সংশ্লিষ্ট ইস্যুগুলোতে জনমত সৃষ্টি হতে পারে। উপকূলের ইস্যুকে প্রধানত ৮টি ভাগে ভাগ করা যায়। এগুলো হলো: ১) পরিবেশ-প্রতিবেশ; ২) জলবায়ু পরিবর্তন; ৩) দুর্যোগ-দুর্বিপাক; ৪) নাগরিক সেবা; ৫) দুর্নীতি-অপরাধ; ৬) রাজনীতি; ৭) সমস্যা ও সম্ভাবনা; এবং ৮) উন্নয়ন ও অপ-উন্নয়ন।</p>
<p><strong>উপকূল সাংবাদিকতা, বাঁধা পদে পদে</strong></p>
<p>উপকূল সাংবাদিকতায় যেখানে এত সম্ভাবনা ও সুযোগ, সেখানে বাংলাদেশের উপকূল সাংবাদিকতা কতটা এগিয়েছে? সঙ্গত কারণেই এই প্রশ্নটা সামনে এসে দাঁড়ায়। আগেই উল্লেখ করা হয়েছে, উপকূলের খবরের প্রতি এদেশের কেন্দ্রীয় গণমাধ্যমের নজর খুবই কম। বহুমূখী প্রতিবন্ধকতায় উপকূলের মানুষের সংকটের বিষয়গুলো কেন্দ্রীয় ইস্যুতে পরিণত হতে পারেনি। এরফলে সংবাদকর্মীরাও বিশেষভাবে উপকূল সাংবাদিকতায় আগ্রহী হয়ে উঠছেন না। ঠিক কেন্দ্রীয় গণমাধ্যমের মতই উপকূল অঞ্চলে কর্মরত সংবাদকর্মীরাও অধিকাংশ ক্ষেত্রেই উপকূলের কিছু চলমান বিষয়ে খবর তৈরির পর থেমে যান। অনেকে আবার দৈনন্দিন খবরের চাপে উপকূল নিয়ে বিশেষ খবর তৈরির সুযোগ পান না। তাদের পক্ষে শহর ছেড়ে প্রান্তিকের কোন জনপদে যাওয়াও সম্ভব হয় না। ব্যতিক্রম যে নেই তা নয়, উপকূল অঞ্চলে বেশকিছু স্থানে ভালো লিখিয়ে রয়েছেন, যাঁরা প্রতিনিয়ত প্রান্তিকের মানুষের খবর রাখেন। তবে সে সংখ্যা একেবারেই হাতে গোনা। কিন্তু এই সংখ্যা বাড়াতে সংশ্লিষ্ট গণমাধ্যমের দিক থেকে উৎসাহ একেবারেই কম। উপকূলের সাংবাদিকতায় এটিই সম্ভবত সবচেয়ে বড় সমস্যা। এই সমস্যার কারণে প্রবল ইচ্ছে থাকা সত্বেও একজন সংবাদকর্মীর পক্ষে সেভাবে উপকূলের ইস্যু নিয়ে কাজ করা সম্ভব হয় না। তবে বাঁধা থাকবে, সেই বাঁধা অতিক্রম করে উপকূল সাংবাদিকতাকে এগিয়ে নিতে হবে।</p>
<p><strong>তবুও এগিয়ে যেতে হবে</strong></p>
<p>উপকূলের প্রায় প্রতিটি জেলায় রয়েছে দ্বীপ ও চর। ভাঙণ কবলিত এলাকা রয়েছে অসংখ্য। এমন অনেক সংকটাপন্ন এলাকা আমি চিনি, যেখানে কখনো কোন সংবাদকর্মীর পা পড়েনি। পা ফেলেননি সরকারি-বেসরকারি কর্মকর্তা কিংবা জনপ্রতিনিধি। কেমন আছেন ওইসব এলাকার মানুষেরা? জানি, প্রান্তিকের এই দুর্গম জনপদে সরেজমিনে তথ্য সংগ্রহে সময় ও অর্থের প্রয়োজনটাই সবার আগে দেখা দেয়। তারপরেও নিজের প্রয়োজনেই উপকূল অঞ্চলে কর্মরত প্রত্যেক সংবাদকর্মীর উচিত নিজ নিজ এলাকাটি ভালোভাবে চেনা। একটি এলাকা ভালোভাবে চেনা থাকলে যেকোন প্রতিবেদন লেখা সহজ হয়ে যায়। তাছাড়া সরেজমিনে এলাকায় গেলে লেখার ধরণটাও বদলে যায়। বিষয়টি আরও সহজভাবে পাঠকের সামনে উপস্থাপন করা সম্ভব। উপকূলের জেলাগুলোর মধ্যে প্রায় সব জেলাতেই কমবেশি দুর্গম এলাকা রয়েছে।</p>
<p>পূর্ব উপকূলে চোখ ফেরালেও অনেক স্থানের একই চিত্র। কক্সবাজারের কুতুবদিয়ার আলী আকবর ডেইল ইউনিয়নের কুদিয়ার টেক তো সমুদ্রে হারিয়ে গেল! তারই নিকট গ্রাম তাবালরচরও হারানোর পথে। সেখানকার মানুষগুলোর দুরাবস্থা ক’জন সংবাদকর্মী নিজের চোখে দেখেছেন? বাড়ি হারানো মানুষগুলো কোথায় গেলেন? ক’জন সংবাদকর্মীর কাছে সে খবর আছে? ক্রমাগত পরিবেশ বিপর্যয়ে কক্সবাজারের মহেশখালীর ধলঘাটা ইউনিয়ন, টেকনাফের সাবাং ইউনিয়নের মানুষের কেবলই ছুটাছুটি। কে কার খোজ রাখে! আবার আসি, ভোলার দ্বীপ চর নিজামের দিকে। দ্বীপ উপজেলা মনপুরা থেকে তিনঘন্টা ট্রলার চালালে ওই দ্বীপের দেখা মেলে। সেখানকার মানুষের কাছে পৌঁছায় না কোন ধরণের নাগরিক সুবিধা। কীভাবে জীবনটা পার করছেন ওই এলাকার মানুষেরা? কীভাবেই বেড়ে উঠছে সেখানকার আগামী প্রজন্ম? কী খোঁজ আছে উপকূলের সাংবাদকর্মীদের কাছে? পটুয়াখালীর আন্ডার চর, চর মোন্তাজ, চর কাজল, চর লতা, রাঙ্গাবালীর সরেজমিন তথ্য-উপাত্ত ক’জন সংবাকর্মীর কাছে আছে? ভাঙণ রোধে অর্থ বরাদ্দের পরও লক্ষ্মীপুরের কমলনগরের লুধুয়ার বড় অংশ অল্প দিনের ব্যবধানে বিলীন হয়ে গেল। নি:স্ব হলো বহু মানুষ। কই, এ সম্পর্কে খুব বেশি প্রতিবেদন তো চোখে পড়ল না! এসব এলাকার তথ্যাবলী নীতিনির্ধারক মহলে পৌঁছাতে হলে উপকূলের সাংবাদিকদেরই সবার আগে নজর ফেলতে হবে।</p>
<p><strong>চ্যালেঞ্জ মোকাবেলায় এগিয়ে আসতে হবে</strong></p>
<p>অবশ্যই চ্যালেঞ্জ আছে। দুর্গম এলাকার তথ্য তুলে আনতে চ্যালেঞ্জ তো থাকবেই! আর সাংবাদিকতা পেশাটাই তো চ্যালেঞ্জের। ঝুঁকি আর চ্যালেঞ্জ মোকাবেলা করে এগিয়ে যাওয়ার নামই উপকূল সাংবাদিকতা। পশ্চিম উপকূলের সুন্দরবনের গা ঘেঁষে জেগে থাকা উপকূলীয় জেলা বাগেরহাাটের মংলায় রয়েছে দুবলার চর। এর আওতায় রয়েছে অনেকগুলো চর। শুঁটকি উৎপাদনকে কেন্দ্র করে শীত মৌসুমে সেখানে হাজারো মানুষের ভিড় জমে। এছাড়াও কিছু মানুষ সেখানে নিয়মিত জীবিকার পথ খোঁজেন। কিন্তু একজন সংবাদকর্মী চাইলেই খুব সহজে সেখানে সংবাদ সংগ্রহে যেতে পারেন না। সুন্দরবনের আওতায় থাকায় দুবলার চরে যেতে বন বিভাগের অনুমতি লাগে। তাছাড়া ওই চরে যাওয়ার জন্য নেই কোন যানবাহন। দ্বীপ জেলা ভোলার দিকে চোখ ফেরালে চোখে ভাসে অসংখ্য চরের দ্বীপ চরের ছবি। ক’টা দ্বীপে গিয়ে ক’জন সাংবাদিক সংবাদ সংগ্রহ করতে পারছেন? সেখানকার অনেক দ্বীপ এখনও অধিকাংশ সংবাদকর্মীর কাছেই অচেনা।</p>
<p>সময়, অর্থ ও সুযোগ এই তিনটি প্রশ্ন বারবারই আসে। তবে উপকূলের সাংবাদিকদের দৃষ্টিভঙ্গিটাও বড় বিষয়। এরসঙ্গে সাংবাদিকের সততা, একনিষ্ঠতা, কঠোর পরিশ্রমের মানসিকতা এবং নিজের ব্যক্তিগত লক্ষ্য নির্ধারণের বিষয়টিও জরুরি। উপকূলীয় কোন শহরে রাজনৈতিক হানাহানি, সড়ক দুর্ঘটনা, এমনকি কোন এলাকায় ঘূর্ণিঝড়ে আঘাত হানার বিষয়টিকেও পুরোপুরি উপকূল সাংবাদিকতার আওতায় ফেলতে পারি না। নদীভাঙণে তাৎক্ষণিক কয়েকটি পরিবার নি:স্ব হওয়া, কিংবা জলোচ্ছ¡াসে কোন এলাকার ফসলের ক্ষতির মত বিষয়কেও উপকূল নিয়ে ব্যতিক্রমী সাংবাদিকতার আওতায় ফেলা যায় না। এজন্যই উপকূলের সাংবাদিকতায় ব্যতিক্রমী দৃষ্টিভঙ্গি অত্যন্ত গুরুত্বপূর্ণ। তৃতীয় চোখের (থার্ড আই) ভিন্ন দৃষ্টিভঙ্গি উপকূলের সংবাদকর্মীকে নতুন খবরের সন্ধান দেবে, যা ইতোপূর্বে কখনো বিস্তারিতভাবে লেখা হয়নি। প্রত্যেক সংবাদকর্মীর ব্যক্তিগত লক্ষ্য নির্ধারণের বিষয়টিও জরুরি। আমি কী চাই? আমি কী আর দশজন সংবাদকর্মীর মত দৈনন্দিন খবর নিয়েই ব্যস্ত থাকব? নাকি নতুন কিছু সন্ধান করবো? আমার লক্ষ্যই এইসব প্রশ্নের জবাব খুঁজে দেবে। আর ক্ষেত্রে উপকূল ইস্যুতে সাংবাদিকদের প্রশিক্ষণের বিষয়টিও কম গুরুত্বপূর্ন নয়।</p>
<p><strong>প্রয়োজন প্রাতিষ্ঠানিক সহযোগিতা</strong></p>
<p>একা সংবাদকর্মীর ওপর সব দায়দায়িত্ব ফেলে রাখলেও চলবে না। উপকূল সাংবাদিকতার চ্যালেঞ্জ ও ঝুঁকি মোকাবেলায় গণমাধ্যম প্রতিষ্ঠানগুলোকে এগিয়ে আসতে হবে। কেন্দ্রীয় পর্যায়ে প্রিন্ট, ইলেকট্রনিক ও অনলাইন গণমাধ্যমের নীতিনির্ধারণ ও রিপোর্টিং পরিকল্পনায় উপকূলের ইস্যুগুলোকে গুরুত্ব দিতে হবে। গণমাধ্যমগুলো উপকূল নিয়ে পৃথক বিট যেমন তৈরি করতে পারে, তেমনি বিভাগ চালু করতে পারে। পাশাপাশি উপকূল ইস্যুতে উপকূলের সংবাদকর্মীদের পেশার মান উন্নয়নে নজর দিতে হবে। বাংলাদেশ প্রেস ইনস্টিটিউট (পিআইবি)’র সহায়তা নিয়ে সংবাদকর্মীদের পেশাগত মান উন্নয়নে এগিয়ে আসতে পারে গণমাধ্যম প্রতিষ্ঠানগুলো। উপক‚ল অঞ্চলের সাংবাদিকদের নিয়ে ইস্যু-ভিত্তিক প্রশিক্ষণের আয়োজন করা যেতে পারে।</p>
<p><strong>স্বপ্ন সুদূরপ্রসারী</strong></p>
<p>চ্যালেঞ্জ আর ঝুঁকি অতিক্রম করে একদিন উপকূলের অবাধ তথ্যপ্রবাহ নিশ্চিত হবে। কেন্দ্রীয় গণমাধ্যমের নজর পড়বে উপকূলের অন্ধকারে। আর সেই সাথে উপকূলের অন্ধকার উঠে আসবে প্রকাশের আলোয়। এরই পথ ধরে উপকূলের মানুষেরা এগিয়ে যাবেন স্বপ্ন পূরণের পথে। সেই দিনের অপেক্ষা করছি।</p>

<p><strong>Dhaka, 7th July 2019:</strong> Around 700 local civil society and non-government organizations gathered to their National Convention for localization held on 6 July 2019 at Krishibid Institute in Dhaka to claim recognition as development actors of Bangladesh. The National Convention titled &#8220;Accountability and Localization for Humanitarianism and Development with Positive Engagement&#8221; was organized by Bangladesh CSO NGO Coordination Process with the assistance of COAST Trust and supported by Oxfam.</p>
<p>Dr. Quazi Kholiquzzaman Ahmad, Chairman of PKSF, said in his speech as the Chief Guest of the inaugural session that the need of local CSO and NGOs is indispensable for the country&#8217;s development.</p>
<p>The big event was a culmination process of last two years country wide process on uniting local CSO and NGOs for standing with self-esteem as the development actor of the country.  The UN Resident Coordinator Ms. Mia Seppo have given inauguration speech while the concluding speech was given by Dr Atiur Rahman, Ex-Governor Bangladesh Bank. Ms Aroma Dutta MP, Mr. Gokul K Ghosh, Director NGO Bureau,  Ms Saheen Anam,  Manusher Jonno Foundation, Ms Phedra Moon Morris of Canadian Embassy and Mr. Ajmat Ulla,  IFRC Country Representative were also present in the daylong convention and spoke in different sessions. There were participant delegates from ECHO/ European Union, USAID, DFID and other donor groups and I-NGO.</p>
<p>Apart from the inaugural and concluding session, there were three different sessions on accountability charter; charter of expectations with complementarity and inclusiveness with government, donors and INGOs; local NGOs&#8217; contribution to SDG, vision 21 and 41. There were several international speakers including Mr. Pierre Hauselman from HQAI Geneva, Mr. Jeremy Wallard from ICVA Geneva, Mr. Nick Guttman from Christian Aid UK, Ms. Anne Street from Charter 4 Change and CAFOD UK, Ms. Nivedita Datta from VANI and Mr. Nila Madhab Prusty from HAI India, Ms. Anita Katakuzzy and Mr. Vincent Koch from Oxfam International.  Mr. Jashim of ADAB, Mr. Rafiqul of FNB, Mr. Rafiqul of DUS, Mr. Nayeem Warha of Disaster Forum and Mr. AHM Bazlur Rahman of BNNRC moderated and spoke in different sessions.</p>
<p>Mr. Mostafa Kamal Akanda of COAST and Mr. Monjur Rashid of Oxfam placed the Charter of Self-Accountability that pledged the Local NGOs CSOs will be transparent and accountable to public and to their values related to right based approach. Mr. Barkat Ullah Maruf and Mr. Nayeem Warha read out the Charter of Expectations that demands from government on recognition of NGO work as development and not to shrink their space by any law or policy as they are serving the poorest. The Charter also demanded the INGOs should be limited only in monitoring and technical assistance instead of direct operation, treating equality in partnerships. The charter demanded from donors for investment in promoting the demands of accountability from bottom.</p>
<p>Ms. Mia Seppo said free and active civil societies are the indicators of a healthy participatory democracy and supportive environment of development.<br />
Ms. Phedra Moon from Canadian Embessy urged all actors for dialogue on new draft social welfare law for better contribution to Development.<br />
Ms. Aroma Dutta MP urged government to allocate fund from budget for local NGOs.</p>
<p>Mr. Atiur Rahman, the ex-Governor of Bangldesh Bank said by placing different promising figures of the country that local NGOs have to complement, collaborate with the government and should be innovative for new prosperous Bangladesh.</p>

<p>Today 22 June 2019 in a seminar at CIRDAP auditorium Dhaka , civil society organizations and climate networks have criticized government for Ignoring Climate Finance requirement in national budget 2019-20. They made demand to government to increase climate finance in 2019-20 fiscal year effectively for climate infrastructure development to protect and saving millions of climate vulnerable people in coastal areas. They also demanded to strengthen the BCCTF (Bangladesh Climate Change Trust Fund) operations through revise of policies with provide sufficient money.</p>
<p>Seminar is &#8220;Ensure Priories and Adequate Budget Allocation Protecting Coastal Communities&#8221; chaired by Mr. Zafar Alam MP (Member, Parliamentary Standing Committee on Ministry of Environment, Forest &amp; Climate Change), Mr. Quamrul Islam Chowdhury as special gust. The event moderated by Mr. Mustafa Kamal Akanda, Asst. Director of COAST Trust. Key note presented by Syed Aminul Hoque from same organization. Apart Mr. Rafiqul Islam, Director (Federation of NGOs in BD), Mr. Badrul Alam, President-Bangladesh Krishak Federation, Mr. Nurul Islam Chowdhury, Environmental Activist and Cox&#8217;s Bazar Correspondent, New Age, Prodip Kumar Roy, CSRL, Bangladesh and many other stakeholders from civil society organization, climate network form different corner form coastal areas spoke on the issues.</p>
<p>Presenting the key note, Syed Aminul Hoque said that government has been including ministries under climate financing process those good but do not allocating sufficient money as per requirement in view of climate vulnerability. He criticized the proposed budget allocation BDT 23,785 corer (4.5% of total budget) very poor and just separated the figure from traditional budget following some criteria under climate fiscal framework. Rationally he made five specific demand as i. Proposed climate budget need to revise in view of BCCSAP (Bangladesh Climate Change Strategy and Action Plan 2009) projection and increase allocation accordingly at least 02 percent of GDP, ii. Special allocation ensure for Coastal districts based on their vulnerability and adaptation priority, iii. Highest allocation to be made for climate protection infrastructure like Embankment &amp; shelter, vi. Govt. will have to strengthen the BCCTF operation giving sufficient money with revision of policies and v. Engage local people and MPs (Member of Parliament) to monitor budget implementation progress.</p>
<p>Prodip Kumar opined government has proposed climate budget without any proper planning and assessment and urgent adaptation requirement in coastal areas. That&#8217;s proposed budget do not address the adaptation priorities those elaborated in BCCSAP (Bangladesh Climate change Strategy action Plan), SDGs requirement and the 7th five year plan. He demand to prepare NAP (National Adaptation Plan) as urgent set adaptation priorities and ensure budget accordingly to support adaptation.</p>
<p>Mr. Nurul Islam Chowdhury said due to climate change impact thousands of people displaced and leaving their home from coast and move to the urban with socio-economic hazard and create crisis. But government Social Safety Net program (SSNP) do not address properly due to the program politicized. He urged government to bring these people identify as climate vulnerable and include SSNP.</p>
<p>Mr. Zafar Alam MP opine the embankment is first for coastal protection and budget is insufficient in fact. We will discuss with our parliamentary committee meeting and also propose to the parliamentary session for budget increase if there scope for me.</p>
<p>Mr. Badrul Alam, Quamrul Islam opine and recommended govt. to push people in implementation process and involve MPs (Member of Parliament) for periodical monitoring on local level development progress.</p>

<p><strong>Dhaka, 17th June 2019:</strong> Today EquityBD, a network of right based civil society, labor and farmer organizations, organized a press conference to give reactions on budget 2019-20 titled &#8220;Expanding Tax Area Hardly Increase Tax Revenue: Political Willingness of Public to be Enhanced First.&#8221;</p>
<p>Speakers expressed concern on the enhanced trend of capital transfer, black money, and default loan and bank charges of the country. They also urged for priority measures on fixing those basic issues by establishing a financial governance. Enhancing accountability of government agencies related to essential services, through establishing complaint response mechanism, citizen charter, and code of conduct of the government employees at the recipient level, the speakers demanded. The speakers urged for grass root public hearing facilitated by the concerned Member of Parliament (MP) so that the political willingness of public rises up and a culture of accountability in the front line is established. This is how the tax revenue could be enhanced and help the country to achieve vision 2021 and 2041.</p>
<p>The press conference was moderated by Rezaul Karim Chowdhury of EquityBD while the positon paper is presented by Ahsanul Karim of COAST Trust. Among others Sayed Aminul Haque of EquityBD, Salahuddin Bablu of Economic Reporters Unity (ERU) and Badrul Alam of Bangladesh Krishok Federation spoke in the press conference and welcome address is given by Mostafa Kamal Akhanda of COAST Trust.</p>
<p>Ahsanul Karim of EquityBD said during presenting the position paper that the essential services have to be reviewed and accountability should be enhanced at all level especially in education, health and other essential services. Standard ratio of allocations especially in education and health still low in comparison to UNESCO and WHO standard. It is also important to review different fee system in Banks along with urging interest rate to be kept within single digit. Bangladesh is a still a topline country in capital transfer or illicit flow of money while India have reduced this in the last few years, he added. He proposed the measures for enhancing public accountability and willingness to pay taxes.</p>
<p>Sayed Aminul Haque of EquityBD said that budget implementation should be reviewed in parliament on quarterly basis. He proposed MPs should facilitate open public hearing on tax revenue collection their constituencies and should also listen to why public have apathy toward giving taxes.</p>
<p>Salahuddin Babul of ERU said that MPs&#8217; hardly have participation in budget preparation though they have to fully comply with the principle of Budget with Public Representation. He reiterated the fact that VAT is always regressive although it is easy to collect while in developed countries income and property tax i.e. the direct taxes are more emphasized. He also said that the burden of deficit budget always goes to the public.</p>
<p>The moderator Rezaul Karim Chowdhury said that one of the state principle of Bangladesh is socialism which is the dream of our father of nation, where principle of equality, redistributive justice and social welfare nature of state is fundamental, there by its require unhindered accountability to the public, the budget process hardly reflect the spirit.</p>

<p><strong>Dhaka, 14th June 2019:</strong> Yesterday, 13 June 2019, the Daily Samakal organized a roundtable title called  &#8220;Human Dignity to Rohingya People: Bangladesh Perspective&#8221; in cooperation with COAST, an NGO working in Cox&#8217;s Bazar, and sponsored by UNHCR, the UN Refugee Agency. The roundtable was held in the Hotel Westin, Gulshan. The roundtable was moderated by Mr. Mustafiz Shafi, Acting Editor of the Daily Samakal and Mr Rezaul Karim Chowdhury, the Executive Director of COAST.</p>
<p>The country&#8217;s leading human rights and civil society activists, including Mr Syed Abul Maksud, Ms. Shirin Haque, Barrister Manzoor Hasan, Mr Nayeem Gowhar Warha and Mr Asif Munier spoke at the occasion alongside Mr Mohammed Abul Kalam NDC Additional Secretary and Refugee Relief and Repatriation Commissioner, Mr Steven Corliss, UNHCR Bangladesh Representative, and Mr Abu Morshed Chowdhury President of Cox&#8217;s Bazar Chamber of Commerce and Industry. Mr. Mujibul Hague Munir of COAST presented the key note questions to the participants.</p>
<p>In the course of the discussions, speakers suggested alternatives to the current response, including multi-year planning for the response, while repatriation continued to be delayed and the crisis became more protracted. They also urged for ensuring continued human dignity of the Rohingya by allowing them more formal education and engaging the Rohingya people so they can engage meaningful and productive activities and do not become idle.</p>
<p>All the speakers, especially Mr. Mohammed Abul Kalam, rejected the prevailing negative perceptions of Rohingyas. In his experience of dealing with this crisis from the start, he said that they are normal, religious, law abiding people, but they have been the victims of atrocities and negative propaganda systematically propagated by the Myanmar regime. He said it was important we speak about the situation accurately and based on facts. Mr. Steven Corliss, the UNHCR Country Representative said that root cause of Rohingya refugee&#8217;s displacement and the solutions to this crisis lies in Myanmar. He also noted the exceptionally generous response of the Bangladeshi people and suggested we needed to keep a distinct focus on supporting affected host communities to ensure peaceful social cohesion as the response continues.  Mr. Sayed Abul Maksud, renowned Ghandian and Columnist, urged us to keep the human spirit that the nation and our Honorable Prime Minister has shown in opening our boarder. He noted that it is our national responsibility to keep the spirit.</p>
<p>Ms Shirin Haque of Narripakkha said that Rohingya children and adolescents should be provided higher education and Rohingya women, critical to their futures. They could be give health care training and be engaged in productive work, so that they are less likely fall prey to traffickers and religious fanatics. Barrister Manzoor Hasan of BRAC University pleaded for Rohingya people&#8217;s voice in the decision making. He also urged for education and productive technical education to the Rohingya youths, who constitute more than half of the refugee population. Mr. Abu Morshed Chodhury President Cox&#8217;s Bazar Chamber of Commerce and Industry said that the Rohingya population should be considered as being able to contribute to the market and as a productive force and as potential to boost Cox&#8217;s Bazar economy.</p>
<p>Mr. Julfikar Ali Manik of New York Times and Boishakhi TV and a long-term researcher on the Rohingya issue said that government must learn from the past and should have a long-term plan for the situation. Mr. Asif Munier, the Refugee and Migration expert said that, Bhasan Char or other similar projects will not solve the problems, as it is a protracted crisis, and the government must prepare multiyear planning needed for a comprehensive response.</p>
<p>Mr Nayeem Gowhar Warha of Disaster Forum said that, government must consider track two diplomacy engaging civil societies, and for a possible third country options, including through labor migration opportunities and resettlement. Ms. Sheuly Sharma of Jago Nari Sangsta of Coxsabzar said that Rohingya women is desperate to see their future, which can lure them toward traffickers. Mr Mustafiz Shafi of Samakal said that, as a nation we should be united on the issue and we need to keep up our spirit that Bangladesh is a humanitarian state.</p>

The coastal investigative journalist Rafiqul Islam Montu won the &#8216;PIB-A1i Media Award 2018&#8242; for the second time by writing the coastal news. He received this award in the online newspaper category for a series of eight episodes titled &#8216;Digital Coast&#8217;, published in the leading online newsportal risingbd.com. Earlier, he achieved this award in 2015.</p>
<p>Press Institute of Bangladesh (PIB) and A2I jointly awarded this award since 2015. This award is given as recognition of the role of media workers in building IT based Bangladesh.</p>
<p>On Wednesday (May 22, 019) in the morning, the Bangladesh Press Institute-PIB officially presented the award in the seminar of the Information Minister of the People&#8217;s Republic of Bangladesh, Hasan Mahmud MP. Postal and Telecommunication Minister Mostafa Jabbar was the Guest of Honor, Information Secretary Abdul Malek and Policy Adviser of A2I Anir Chowdhury were present as special guests.</p>
<p>Chairman of PIB Trustee Board and Daily Jagaran editor Abed Khan presided over the program. PIB Director General Zafar Wajed and Trustee Board member Shyamal Dutta were also present on the occasion.</p>
<p>Rafiqul Islam Montu spoke on behalf of the award winners.</p>
<p>The PIB-A2i Media Awards, 2018 were given in 7 categories. The winner&#8217;s name is finalized by the jury board&#8217;s decision. The winners were officially announced on Wednesday.</p>
<p>They are - National Daily Newspaper (Bengali) Category - Md. Waliullah (Daily Sharebiz), National Daily Newspaper (English) Category - Ibrahim Hossain (Dhaka Tribune), Regional newspaper category- Ujjal Biswas (Daily Gramer Kagoj, Jessore), Television Category- Buddhadeb Kundu (Boishakhi Television), Wireless Category - Mostafizur Rahman (Bangladesh Betar), Online newspaper category - Rafiqul Islam Montu (risingbd) and photography category - Syed Zakir Hossain (Dhaka Tribune). Each winner is given a crest, a certificate and a check Tk 75 thousand.</p>
<p>After receiving the award, Rafiqul Islam Montu said, &#8220;Help in promoting any award. At the same time, the responsibilities of work in the relevant field greatly increase. There is no exception in my case. This award encourages me to work more intensively on the coast. We hope to write a better report in the future.</p>
<p>For the second time, PIB-A2i Media Awardee journalist Rafiqul Islam Montu has been doing extensive journalism for a long time visiting Bangladesh&#8217;s coastal areas. In its report, there have been a number of long coastal coastline ranges from Shahpiar Island in Teknaf upazila and Shyamnagar to the west. He reports that climate change, ecology, life of people, storm surge, irregularities, mismanagement, women and children, education, health, agriculture, public private service, etc. are some of the things.</p>
<p><strong>Exceptional reporting on the coast<br />
</strong>Rafiqul Islam Montu started reporting the exceptionally wide range of coastal areas in Bangladesh for the first time. Turning to the remote coastal areas of the coastal areas, one of the main goals of this report is to provide remote information to the policy-making community. In 1998, the &#8216;Monatatuddin Smriti Award&#8217; was received for special reporting on Pir area of ​​coastal district Patuakhali. In 2000, the &#8216;FPAB Award&#8217; for Barguna Series Reproductive Health Report.
